An Act to Authorize the Trustees of Hico Academy to Raise a Sum of Money, by Way of Lottery, to be Applied by Said Trustees to the Use and Benefit of Said Academy.

Whereas it is consistent with the policy of every enlightened Legislature to promote the diffusion of learning and science:

Be it enacted by the General Assembly of the State of North Carolina, and it is hereby enacted by the authority of the same, That from and after the passing of this Act, the trusteea of the Hico Academy, shall be, and they are hereby declared to be vested with the full power and authority to raise a sum not exceeding one thousand dollars, by one or more lottery or lotteries, by such scheme or schemes, as the said board of trustees may think proper.

II. And be it further enacted, That the said trustees shall have, and they are hereby declared to have full power to appoint, from time to time, commissioners to manage such lottery or lotteries as may be established, and to make such rules and regulations respecting the sale of tickets or the payment of prizes, as they may deem necessary; any law, usage or custom to the contrary notwithstanding.
