The Department of Administration (DOA) acts as the business manager for North Carolina State government. The Department oversees government operations such as building construction, purchasing and contracting for goods and services, managing state vehicles, acquiring and disposing of real property, courier mail, and sale of surplus property. NC Statute Authority for the Department of Administration

The Department of Administration is authorized by General Statute 143B, Article 9, Paragraph 143B-366:

"There is hereby recreated and re-established a department to be known as the Department of Administration, with the organization, powers, and duties defined in the Executive Organization Act of 1973."
