The NC General Assembly convened in Hillsborough from April 15th to May 18th, and they elected a new governor - Alexander Martin. During this session, they created the Morgan District and instantiated its associated Brigade of Militia with Charles McDowell as its first Brigadier General. Once again, a second regiment was deemed necessary for Rowan County, and Col. James Brandon was appointed as its commanding officer. There were now 50 counties with 51 regiments of Militia formed into seven (7) Brigades of Militia.
