Joseph Rodney Moss was born on July 15, 1903 in York County, SC, the son of James Lucius Moss and Mary Jane (Ford) Moss. He attended Erskine College from 1921 to 1923, then earned his A.B., M.A., and LL.B from the University of South Carolina. He was admitted to the SC bar in 1927 and then was a member of the law firm of Moss and Hart from 1927 to 1948 in York, SC.

On June 11, 1931, Joseph Rodney Moss married Rosa LaDora Dill, daughter of William Spartan Dill and Mattie Victoria (Taylor) Dill; they had no children.

In 1944, Joseph Rodney Moss was elected to represent York County in the SC Senate of the:
- 86th General Assembly that met from 1945 to 1946
- 87th General Assembly that met from 1947 to 1948

On January 14, 1948, Joseph Rodney Moss was elected as a Judge of the 6th Judicial Circuit and he resigned from the Senate at the end of the second session.

In January of 1956, Joseph Rodney Moss was elected an Associate Justice in the SC Supreme Court, replacing Associate Justice Taylor Hudnall Stukes, who had been elected Chief Justice. He was re-elected to a full term in 1962.

On March 24, 1966, Joseph Rodney Moss was elected as Chief Justice of the SC Supreme Court, replacing Chief Justice Claude Ambrose Taylor, who had died on January 21, 1966. He retired on June 15, 1975. After this retirement, he served as a Special Circuit Court Judge until 1985.

Joseph Rodney Moss died on April 20, 1993 and he was buried in the Rose Hill Cemetery in York, SC.
