A Joint Resolution to Authorize and Require the Directors of the State Penitentiary to Furnish to the Trustees of Winthrop Normal and Industrial College Fifteen Convicts, and Twenty Convicts to the Board of Regents of the State Hospintal for the Insane.

SECTION 1. Be it enacted by the General Assembly of the State of South Carolina, That the Board of Directors of the State Penitentiary are hereby authorized and required, upon the order of the Board of Trustees of the said Winthrop Normal and Industrial College, signed by their President and Secretary, and upon the order of the Board of Regents of the State Hospital for the Insane, respectively, to furnish to the said Board of Trustees and to the said Board of Regents, respectively, for a period not to exceed six months, the time to be fixed by the Board of Directors of the Penitentiary, able-bodied convicts, not to exceed twenty in number; said convicts to be employed by said Board of Trustees in work connected with Winthrop Normal and Industrial College, and by said Board of Regents in work connected with said Hospital for the Insane.

SECTION 2. That should the term of imprisonment of any of the convicts first furnished by the Board of Directors of the Penitentiary under the provisions of Section 1 of this Joint Resolution terminate by death, expiration of time or otherwise, then the said Board of Directors of the State Penitentiary shall furnish to said Board of Trustees of Winthrop Normal and Industrial College and to said Board of Regents, respectively, able-bodied convicts to take the place of those whose terms have expired as aforesaid.

SECTION 3. That Joint Resolution No. 221, approved March 9th, 1896, be repealed, and all other Acts and Joint Resolutions inconsistent herewith be, and the same are hereby, repealed.
