An Act to Authorize Universities and Colleges of this State to Provide a Course of Study and Confer the Degree of Licentiate of Instruction, Which Shall Authorize Their Graduates to Teach in the Free Public Schools of the State Without Examination.

Section 1. Be it enacted by the General Assembly of the State ot South Carolina, That universities and colleges of this State may provide a course of study, to be approved by the State Board of Education, the completion of which by a student will entitle him or her to the degree of Licentiate of Instruction, and they may issue a diploma showing the degree has been conferred, and the holder of such diploma, upon its presentation to a County Board of Education, shall be entitled to a first grade teacher's county certificate to teach in the public schools of the county.
