The American Revolution in South Carolina

Members of the 3rd General Assembly - 1779 to 1780

This General Assembly met in two regular sessions, the first held from January 5th to February 20th in 1779. A Special Session was convened from July 26th to September 11th in 1779. The second sesssion was held from November 22, 1779 to February 12, 1780.

Although the first session was called to start on January 5th, a quorum was not reached in the House until January 19th. In the meantime, those already sitting decided to go ahead and elect a new Governor and Lt. Governor on January 9th.

There are no extant journals for the first session of this General Assembly, and the Special Session journal begins on August 31st. We know that Thomas Farr, of St. Andrew's Parish, was elected Speaker on August 4th and that an Ordinance was ratified on August 7th.

On October 26, 1779, Governor John Rutledge called for this General Assembly to return on November 22nd. However, a major Smallpox epidemic hit Charlestown in mid-November and the House could not gain a quorum until January 26, 1780. By then, everyone knew the British were coming again.

This General Assembly was based upon the second South Carolina State Constitution of March 19, 1778. All Saints Parish and Orange Parish were added as new election districts. And, for the first time, each election district was authorized to elect delegates to the new South Carolina Senate.

(25) John Rutledge also elected to represent Christ Church Parish and St. Peter's Parish in the House of Representatives. He chose to represent Christ Church Parish in the Senate. Then, he was elected Governor on February 5th.
(26) Francis Huger was elected to represent St. John's, Berkeley Parish and Prince George's, Winyah Parish. He chose to represent St. John's, Berkeley Parish, but only sat in the first session.
(27) John Simmons and William Sommersall both received the same number of votes, and it is not known who finally sat in the 1st Session. Neither sat in the 2nd Session.
(28) James Conyers and Wood Furman both received the same number of votes, and it is not known who finally sat in the 1st Session. Neither sat in the 2nd Session.
(29) William Moore was elected Sheriff of the Ninety-Six District in February of 1779 and gave up his seat.
