Gov. Samuel Stephens's Executive Council

On October 6, 1667, the Lords Proprietors commissioned Samuel Stephens as the second governor of Albemarle County and they authorized an Executive Council of six members. There are no known extant copies of the Lords Proprietors' instructions or commission to Samuel Stephens, but later documentation mentioned that Peter Carteret was also one of his Councillors as well as Assistant Governor and Secretary of the colony. John Jenkins was also known as one of Governor Samuel Stephens's Councillors.

These two are the only Executive Council member's name known for this administration, and there are no extant records of their meetings.
