On January 27, 1851, the North Carolina General Assembly passed a Legislative Act to establish Hooper County out of parts of Richmond County and Robeson County. The next day, they passed a Supplemental Act which required the citizens of Richmond County and Robeson County to vote on whether to accept this new county.

The voters rejected the formation of Hooper County, and it was never established.
