Apparently, just "operated" several existing railroads within South Carolina. Possible lines are:

-- Charleston & Hamburgh Railroad

-- Branchville & Columbia Railroad

-- Charlotte, Columbia & Augusta Railroad

-- Spartanburg & Union Railroad

-- Columbia & Greenville Railroad

There is no evidence that the East Tennessee, Virginia & Georgia Railroad ever built any lines within South Carolina.

The East Tennessee, Virginia & Georgia Railroad was created in 1869 with the consolidation of the East Tennessee & Virginia Railroad and the East Tennessee & Georgia Railroad. The East Tennessee, Virginia & Georgia Railroad absorbed the Georgia Southern Railroad in 1881. The Atlanta Division of the railroad from Rome to Atlanta to Macon in Georgia was added to the system in 1882.

In 1886, the railroad was sold under foreclosure and reorganized as the East Tennessee, Virginia & Georgia Railway, which included part of the Richmond & Danville Railroad and the bankrupt Western North Carolina Railroad. It was controlled by the Richmond Terminal Company from 1887 to 1892.

The Rome & Decatur Railroad (GA) was added in 1890.

In 1894, the East Tennessee, Virginia & Georgia Railway and the remainder of the Richmond & Danville Railroad were merged to form Southern Railway.
